Registers a new client/patient in the client registry.

Description: Registers a new client/patient in the client registry.
Input: All of the clients demographic data as defined in the Client Registry Technical Specifications: http://jira.jembi.org/wiki/display/RHEAPILOT/Client+Registry
Output: A positive or negative response.
